Providence Health & Services Manager Financial Counseling and Assistance PSJH in Vancouver, Washington


Providence St. Joseph Health is calling a Manager Financial Counseling and Assistance PSJH to work remotely within AK, OR and/or WA.

We are seeking a Manager Financial Counseling and Assistance PSJH who will be responsible for operational management of the Financial Counseling and Assistance team ensuring:

  • PSJH Charity Policies and Procedures are implemented and adhered to.

  • Compliance with regulations including charity care, community benefit as it relates to charity care, 501R, bankruptcy, probates and liens.

  • Compliance with Affordable Care Act regulations.

  • Charity and bad debt budgets are met.

  • Agreed performance standards and operating agreements are met.

  • Compliance and audit standards are met.

  • Major issues and service failures impeding success are identified, resolved and escalated.

In this position you will have the following responsibilities:

  • Oversee financial counseling and assistance processing at Providence St Joseph Health hospitals, affiliate hospitals, and clinics within scope.

  • Make determinations for high dollar requests related to financial assistance, undocumented financial assistance, catastrophic financial assistance, bad debt, and extensions for prompt pay discount and payment plans outside of the scope of our policies as an exception.

  • Communicate with Local Ministry CFO or designee regarding large dollar adjustments for Charity or Bad Debt; according to individual ministry thresholds.

  • Manage the daily operations of the Financial Counseling and Assistance team and Onsite Customer Support Cashier Specialists, ensuring delivery of a high quality, customer-focused, cost effective and efficient service to PSJH patients.

  • Ensure targets for charity, bad debt reduction, service delivery, quality, compliance, financial results, standard operating agreements, and overall team performance are met or exceeded.

  • Oversee Uninsured and Charity audits as well as Charity budgets and adjustments.

  • Ensure Charity and Collection Activity is carried out timely, accurately, and to standard with the PSJH Mission and Core Values in mind at all times.

  • Ensure team members and stakeholders are trained timely and effectively in PSJH Charity policy and Practices, Medicaid Eligibility and Enrollment, Qualified Health Plan Enrollment and Certification, Collection Law, Bankruptcies, Estates, Filing of Liens, Price Estimates, Patient Financial Clearance, Third Party Reimbursement, and Worker’s Comp Regulation, etc.

  • Oversee the Charity/Financial Assistance Appeals process.

  • Manage bad debt write offs and adjustments and ensure these are signed based upon established approval authority guidelines.

  • Develop and maintain a high performance team delivering the RC vision for Financial Assistance and Counseling by ensuring:

  • Staffing levels are adequate to meet business outcomes and goals.

  • All positions are filled with the right talent, on time.

  • All staff are fully trained and empowered to achieve performance and quality targets.

  • Staff have ready access to up to date, accurate and relevant procedures and job aids.

  • Performance management is handled in a way that supports high morale.

  • Team members comply with all applicable laws and regulations including HIPAA.

  • Team members comply with all RC and Providence St Joseph Health policies and procedures.

  • Build and maintain a culture where team members are focused on both individual and team targets; where goals and key performance indicators are understood, monitored and results celebrated.

  • Onsite Ministry RC representative for administrative, departmental, and operational meetings, i.e., denial management, controllable write offs.

  • Identify, resolve and escalate major issues and service failures that impede success.

  • Oversee development and continuous improvement of scripts and other tools to help team members achieve consistent results.

  • Manage the process and tools for employee communication and knowledge sharing within the team.

  • Support and educate onsite departments, Leadership, Administration, etc. regarding the Financial Counseling and Onsite Customer Support Cashier functions and responsibilities.

  • Assist Customer Contact Center Quality Management team with escalated billing complaints that require local ministry review or assistance.

  • Oversee resolution of integrity/compliance/privacy concerns within department.

  • Ensure compliance with RC Cash Handling Policy.

  • Maintain education regarding Affordable Care Act and how the changes may affect healthcare and the functions of Financial Counseling.

  • Build and maintain good working relationships with various community organizations; i.e., Health Care Authority, Local Medicaid Offices, Health Benefit Exchange and Lead Organizations.

  • Build and maintain good working relationships with various internal customers and departments; i.e., RC Ministry Liaisons, Case Management/Utilization Management, Social Services, Access Services, Mission Integration, Patient Relations/Patient Safety/Quality Management, Billing, Denials, Contracting, Cash Posting, etc.

  • Proactively identify financial barriers to discharge through communication with case management and social services, review of extended length of stay reports. Ensure Financial Counseling team is aware of these barriers and are actively working to help resolve them in a timely manner.

  • Maintain education regarding PSJH contract status with various insurance plans and ensure education is provided to the onsite Financial Counseling and Customer Support team.

  • Review/Code/Approve invoices designated to Manager for approval.

  • Manage vendor contracts and invoicing as designated by Director; i.e., Out of State Medicaid Enrollment (requirements vary by State).

  • Manage Memo of Understanding (MOU) with Health Benefit Exchange County Lead Organizations and Health Care Authority and ensure compliance with requirements outlined in the MOU (requirements vary by State).


Required qualifications for this position include:

  • Bachelor's Degree or equivalent work experience or equivalent combinations of education and experience may be considered.

  • 7 years overall experience.

  • 5 years experience managing a team.

  • 3 years experience in financial counseling or financial assistance.

  • 2 years experience in a multi-hospital and/or integrated healthcare system.

  • Track record in taking decisive action to implement new processes, solutions or changes.
